The implementation of the new universal pension scheme ‘Pratyaya’ has been delayed by a year. It will be effective from July 1, 2025. The Ministry of Finance announced this information in a press release on Sunday (July 14) night.

The notification said that the government has decided that the’ Pratyaya’  will be applicable to new employees of all self-governing, autonomous, state-owned, statutory bodies and their organs including public universities like government employees from July 1, 2025.

As a result, those who will join the government service on or after July 1, 2025 or those who will join the autonomous, state-owned etc. organizations will compulsorily come under the universal pension scheme.

Prime Minister Sheikh Hasina inaugurated the Universal Pension Scheme on August 17, 2023 to bring the people of the country to a sustainable pension system, the circular said.

It should be noted that in this year's budget speech, Finance Minister Abul Hasan Mahmud Ali announced that government employees will also be covered under universal pension.

Accordingly, another new program will be launched for government employees from July 1, 2025. According to pension authority sources, it will be called 'Sebak.'

When asked about the notification, a member of the National Pension Authority Golam Mostafa said, "The notification of the Ministry of Finance is the official commentary. Accordingly, the effective time of the matter has been delayed by one year.

The Bangladesh University Teachers' Association Federation had been opposing the implementation of the decision to introduce ‘Pratyaya’ since last March, terming it discriminatory.

The federation said that this decision is a silent conspiracy on the public universities and if the pension scheme is launched, the benefits of the teachers-officers-employees of the government universities will be reduced.

The university teachers have been on a complete strike since July 1. Classes, examinations and official work are all closed in universities for two weeks.

Awami League general secretary Obaidul Quader and other leaders held a meeting with the university teacher leaders at the Dhanmondi political office of the Awami League president on the ‘Pratyaya’ program of universal pension.

After the meeting, Obaidul Quader told reporters that all government and autonomous institutions will be included under the universal pension program on July 1, 2025. The information previously given to public university teachers to join pension from July 1, 2024, is not correct. Like everyone else, they will join on July 1, 2025; it has been made clear to them.

On July 2, the Ministry of Finance announced another notification about the pension authority, Bangladesh Bank, Bangladesh Securities and Exchange Commission (BSEC), Insurance Development and Regulatory Authority (IDRA), Investment Corporation of Bangladesh (ICB), including all state-owned and government banks; The ‘Pratyaya’ is applicable for new officers and employees of all government universities including Dhaka University, all corporations including General Insurance Corporation, Petrobangla, Export Promotion Bureau (EPB), BSTI and 403 organizations and institutions.

It was also informed that 90 out of 403 institutions have only pension system in place. The journey of universal pension system started with four different programs (schemes). These are Pragati, Surakkha,  Probash and Samata.

After Saturday's meeting with Obaidul Quader, a meeting of Bangladesh University Teachers Association Federation was held online on Sunday.

When asked about this after the meeting, President of the Federation of University Teachers' Association and Professor of Shahjalal Science and Technology University Akhtarul Islam said, "Since our demands have not been met, our agitation is going on and will continue." However, in yesterday's meeting, our written statement was accepted and said, it will be presented to the Prime Minister. So we hope that our demands will be met.

Not only the 'Pratyaya' program of universal pension is cancelled, teachers of all the public universities of the country are fighting for a total of three demands. The other two are inclusion of university teachers in super grade and separate pay structure for teachers.
