The discussed police officer Mohammad Harun Or Rashid has worked for a long time as the additional police commissioner of the Dhaka Metropolitan Police (DMP), the largest unit of the Bangladesh Police, the most efficient in suppressing crime. He was said to be one of the tools of the Sheikh Hasina government that fled in the face of the mass uprising of the students and the public on August 5. Harun's role in defeating the political opponents of the ruling party in the guise of a police officer was unique. Not only Harun, but hundreds of such officers in the police force worked as the Awami League's lathi-force. As a result, even after the fall of the Awami League, they also went into hiding. Some have fled the country, while some are hiding in the country. Again, 25 police officers are arrested and in prison while trying to leave the country.

The list of absconding police officers is topped by former DMP Additional Police Commissioner Mohammad Harun Or Rashid. He has not been fired yet. Harun has been placed at number one on the list of the police headquarters as a fugitive.

Police headquarters sources said that apart from Harun, the top-level officials who have not joined work include Tourist Police Additional DIG Md. Moniruzzaman (who has applied for voluntary retirement from service), former DMP Joint Commissioner of Police Biplob Kumar Sarkar, former DB Joint Commissioner Khondaker Nurunnabi, former DMP Joint Commissioner SM Mehedi Hasan, Rangpur Metropolitan Police (RPMP) Additional Commissioner Uttam Kumar Pal and Police Headquarters Additional DIG Prolay Kumar Joarder.

Harun Or Rashid also tops the list of accused in the cases filed in the incidents of casualties in firing by law enforcement agencies that occurred before and after August 5. Among these cases, there is also a case of torture of the then opposition Chief Whip BNP leader Joynal Abdin Faruk, an incident that brought this officer to the limelight in 2011.

The arrest list of the police headquarters contains the names of 90 police officers. Of whom 25 have been arrested. Many of the rest are in hiding. There are rumors that some police officers have left the country to avoid arrest. Some are trying to go abroad on educational leave; some are claiming illness or taking a lien (a job elsewhere with permission). Some are trying to cross the border illegally.

The list of police officers who have received permission to arrest includes former Deputy Police Commissioner (DC) of DMP's Wari division Mohammad Iqbal Hossain, former Additional Deputy Police Commissioner (ADC) of Wari zone SM Shamim, Additional Deputy Police Commissioner (ADC) of Uttara division Md. Touhidul Islam, former Assistant Commissioner of Traffic Wari division Tanzil Ahmed and Armed Police Battalion (APBN) Uttara Assistant Superintendent of Police (former OC of Hathazari Model Police Station in Chattogram) Md. Rafiqul Islam.

According to information from the police headquarters, 187 police officers did not join work after the fall of the government on August 5. Among them, there is one DIG, 7 additional DIGs, 2 Supers of Police, 1 additional Super of Police, 5 assistant supers of police, 5 police inspectors, 14 SIs and sergeants, 9 ASIs, 7 naiks and 136 constables.

In addition, the statistics also indicate that out of 187 police members, 96 are overstaying on leave, 49 are absent from work, 3 have voluntarily resigned and are absent from work and 39 are absent from work for other reasons.

23 police officers on compulsory retirement while in hiding:

Since August 5, at least 23 top-level officers, including former head of the police special branch (SB) Monirul Islam, former commissioner of Dhaka Metropolitan Police (DMP) Habibur Rahman, former head of the Criminal Investigation Department (CID) Mohammad Ali Mia and former additional police commissioner of the Counter Terrorism and Transnational Crime Unit (CTTC) Md. Asaduzzaman, have been sent on compulsory retirement. Almost all of them were in hiding before retiring.

Meanwhile, on September 18, the Home Affairs Adviser to the interim government, Lieutenant General (Retd.) Md. Jahangir Alam Chowdhury, said at a program that police members who have not yet joined work and are in hiding will not be allowed to join.
